O compilers National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) announced on 4–5 November 2026 that five participants in the alleged criminal organization exposed during Operation «Carthage» had been notified of suspicion. The investigation alleges that officials of the Security Service of Ukraine (SBU), National Police and Office of the Prosecutor General provided improper benefits in exchange for enabling fraudulent call centres, drug trafficking, counterfeit cigarettes and currency counterfeiting. Serhii Duka, a senior SBU official, was detained after a confrontation during a search at his home.

Porque é importante

The allegations point to alleged corruption links between organised crime and senior officials in the SBU, National Police and Office of the Prosecutor General. The alleged schemes enabled several illicit businesses, including drug trafficking, fraudulent call centres, counterfeit cigarette production and currency counterfeiting. The confrontation during the search at Duka's home also raises questions about cooperation and information-sharing between Ukraine's security and anti-corruption agencies. Several officials were detained or subjected to restrictive measures, while dismissals and the departure of the prosecutor general followed the investigation.

O que aconteceu

NABU and SAP said that their investigation uncovered a criminal organisation that systematically provided improper benefits to senior law-enforcement officials in exchange for allowing fraudulent call centres and other illegal businesses to operate without obstruction. The alleged activities included drug trafficking, the production of counterfeit cigarettes and currency, attacks, abductions and physical assaults. On 4 November, the agencies conducted searches involving senior SBU and police officials and detained Duka. The investigation says Duka threatened detectives with a pistol, destroyed two mobile phones and a hard disk with a hammer, and that armed SBU personnel were present at the house. After prolonged negotiations and the arrival of Duka's lawyers, the shooting was avoided and Duka was detained. The investigation also links Duka to the receipt of four crypto wallets worth approximately three million dollars and, according to investigators, to an attempt to use the Office of the Prosecutor General to release funds frozen for the Khimprom cartel. Five participants were notified of suspicion on 5 November. On the same day, the Specialized Anti-Corruption Court placed National Police deputy chief Volodymyr Tsenov under house arrest with the possibility of posting 15 million hryvnia bail and placed Vitalii Rybalko under house arrest without specifying the form of bail. SBU chief Oleksandr Poklad dismissed two senior officials who became suspects, while the National Police suspended officers who were subject to procedural actions.

Onde as versões divergem

Contexto

Operation «Carthage» had previously exposed a group that allegedly collected bribes from fraudulent call centres and laundered the proceeds. Investigators said a separate group led by Serhii Kropyva was created in the middle of 2025 and included serving prosecutors and unofficial associates. The broader investigation alleges that law-enforcement and prosecution officials received improper benefits in exchange for enabling illegal activity. After the detention of Office of the Prosecutor General employees, Prosecutor General Ruslan Kravchenko resigned; President Volodymyr Zelenskyy dismissed him on 15 September 2026.
