O que aconteceu
Representatives of civil society organisations and media{u}stra} called on the Verkhovna Rada not to adopt draft Civil Code No. 15150 in second reading or in full and to stop promoting it in its proposed form. The call followed the parliament's support for the draft in first reading on 28 April 2026. The draft was submitted by the chairman of the Verkhovna Rada, Ruslan Stepanchuk. A petition opposing adoption reached the required 25,000 signatures in less than a day and received more than 29,000 signatures overall. The signatories support modernisation of civil law but propose separate legislative initiatives or coordinated blocks of amendments to the existing code. They also called for an independent legal assessment of the proposed changes and broader participation by judges, lawyers, academics and civil society organisations.
Como o descrevem as fontes ucranianas
A cobertura intern focuses} on the} opposition of civil society and media{u}stra} to the draft and on the parliamentary procedures required for amending civil law. It gives particular importance to the established judicial practice built around the current code and to the potential disruption of a complete replacement, as well as to risks involving speech, privacy, equality-related rights, property, public ownership and environmental provisions.
Como o descrevem as fontes internacionais
International organisations are presented as external assessors of the draft: the Council of Europe identified shortcomings that need to be corrected, while the International Press Institute called for provisions that could endanger investigative journalism and freedom of speech to be removed. Academic criticism also points to possible inconsistencies between the environmental provisions and established international, national and European legal standards.
Contexto
The current Civil Code has been applied in Ukraine for more than 22 years, during which the courts developed a substantial body of practice relied upon by citizens, businesses, lawyers and the state. Civil society organisations and media support modernisation and closer alignment with European standards, but favour amending the existing code or adopting separate, mutually coordinated legislative packages. They also call for wider participation by judges, lawyers, academics, civil society organisations and other stakeholders in the modernisation process.
