A conversation de 27 October between Alexander Stubb, Jonas Gahr Støre and Vladimir Putin was initiated by the two Nordic leaders, who presented themselves as representatives of Finland and Norway rather than of the European Union. Before the call, they had discussed with Zelenskyy the agenda for the planned meeting of the Ukrainian, US and Russian negotiating teams in Abu Dhabi. It was presented as a continuation of their meeting in Oslo on 20 October.
After the call, which lasted 90 minutes instead of the planned 20, Stubb and Støre told Zelenskyy that they believed Russia was seriously prepared to meet in Abu Dhabi. Ukraine's proposed agenda prioritises initial de-escalation in the energy and maritime sectors, a prisoner exchange and the return of prisoners, security guarantees, and a possible format for a meeting at the level of leaders.
Putin, however, repeated that the expansion of NATO was among the «first causes» of the war and that resolving these causes was a prerequisite for future peace negotiations. He also said any peace agreement had to take account of the «realities on the ground». Sources close to the Kremlin told Reuters that this indicated unwillingness to compromise on Russia's goal of taking all of Donbas. Finland and Norway intend to brief other European countries and partners on the call.
A agendasfn proposed by Ukraine is centred on de-escalation in energy and at sea, the exchange and return of prisoners, security guarantees and Ukraine's security priorities.
Zelenskyy treats territorial questions as a «red line» that should be discussed only by the leaders of the states fighting the war. He said the Ukrainian negotiating team currently has no alternative composition, although he remains open to proposals involving alternative candidates. The meeting's preparation also remains tied to the United States, whose attention has been focused on the Middle East.
Como o descrevem as fontes internacionais
International assessments portray Putin's position as maximalist, with no signs of meaningful concessions on Donbas or a clear readiness to end the war. The European Commission said it did not see special willingness by Putin to take part in peace talks and had no additional information about European participation in Abu Dhabi.
The contact was also viewed as the first direct conversation between Putin and European leaders supporting Kyiv since his call with French president Emmanuel Macron in July 2025. Its reception was mixed: the Nordic leaders presented the call as part of a coordinated diplomatic effort, while Denmark's prime minister Mette Frederiksen criticised it and said it had not been agreed with other European countries.
Onde as versões divergem
There are two notable differences between the available accounts. First, Stubb and Støre considered Russia seriously prepared to meet in Abu Dhabi, whereas the European Commission said it did not see special willingness by Putin to participate in peace negotiations. Second, sources disagree on the extent of the prior notification: some say Finland and Norway warned Ukraine and the United States, while others report that the European Commission knew about the call but other European partners were not warned in advance, prompting criticism.
Contexto
The tripartite meetings of Ukraine, the United States and Russia had been paused since February of the previous year, with their resumption planned for the following month. Before the Putin call, Stubb and Støre discussed with Zelenskyy the themes of the Abu Dhabi meeting. The call followed their meeting in Oslo on 20 October.
Earlier, the United States proposed demilitarised zones in Donbas and on the Kinburn Spit. Ukraine said it was willing to discuss such compromises at the appropriate level. During earlier talks on a 28-point plan to end the war, the parties failed to reach consensus on territorial issues.
